2 years ago I bought the complete Sega Mega & Genesis Classics bundle during the summer sale on Steam, and although "Decap Attack" and "Flicky" etc. Which means Steam likely went along with that. Rumor has it that Flicky and Decap Attack are banned in a few countries (such as Germany).
